Preheat the oven to 350 degrees Fahrenheit. Prepare a baking sheet with parchment paper and set aside.
In a mixing bowl add the softened butter and white and brown sugars. Beat together for 2 minutes until combined. Add the egg and vanilla extract mixing once again until combined.
Add a hefty amount of black food gel or 5-6 food dye drops. Mix together adding more for a deeper shade of black.
Add in the flour, cocoa powder, baking soda, and salt all at once. Mix together with a hand mixer until a thick dough forms.
Add the milk and blend together again until smooth. Pour in the chocolate chips
Fold together with a rubber spatula until combined.
Use a 2 inch scoop or 2 teaspoons full of cookie dough and place on the baking sheet. Place each cookie about 2 inches apart from each other.
Slightly press down each cookie with the palm of your hand.
Place the small and big candy eyeballs all over the front of each cookie. Leave little space between each eye as the cookies will spread a little when baking.
Bake in the oven for 10-12 minutes. Let cool for about 5 minutes.
